Article II – Managers
Managers are the body of the Ass Clowns Leagues. All who run a team during the season are considered managers.
Section 1 – Current Managers
Managers must be known personally by at least one (1) other manager in the league, such that the mangers can contact one another by telephone or email and converse freely. Also managers must be seen alive by at least one (1) other manager, so as to avoid cheating with double teams.
If these requirements are not met the team must immediately locked.
Section 2 – Cutting Mangers
If it appears that a manager is not deemed Ass Clowns worthy (not checking team for weeks at a time while not updating it, making the league less competitive) the manager in question can be voted out by a two-third’s (2/3’s) majority.
Section 3 – New Mangers
New managers may be allowed into the league if the requirements of Section 1 are met and voted in by a majority.
Section 4 – Voting
New rules, regulations, or amendments to be either added or omitted, are to be voted on by all managers until the necessary majority, simple, two-third’s (2/3’s), unanimous or otherwise, is achieved or defeated according to the rules of debate.
1. All motions must be proposed and seconded.
2. Following the second, debate ensues.
3. Amendments can be made to the motion and accepted by a majority vote; only two (2) amendments can be allowed into the debate at a time.
4. After debating there can be a call to vote.
5. A motion to “move the question” can occur during debate and ends the debate and is followed by a vote. Any debating while voting during a “move the question” vote, nullifies the managers vote. 2/3’s majority is required to “move the question.”
6. Simple majority can call all motions to reconsideration only once.
7. Yea’s, nay’s, and abstentions are valid votes.
